Is it possible that your board's output frequency is 48000 Hz? If madplay simply outputs 44100 Hz data, and your board played it at 48000 Hz, that would account for the discrepancy; 48000/44100 = 1.088, while 30/28 = 1.07. This seems the most likely to me.
