I've released MAD version 0.10.0b:

This version contains a better approximation of the high-/low-level API, although the asynchronous high-level API isn't finished.

This version also has: SPARC fixed-point math assembly, more documented code, more output modules (raw PCM and hex), and primitive ID3v2 support.
